INSTITUTIONAL REVIEW BOARD

The Winnebago Tribe Institutional Review Board (the "IRB" or “Winnebago IRB”)) is established through the Winnebago Tribal Council Resolution #24-169 for the purpose of applying tribally defined research policies and to establish a means through which the Winnebago Tribe of Nebraska (“Winnebago Tribe” or “Tribe”) will administer such policies and procedures to the review of research applications and data requests from Investigators (researchers), and either grant or deny permission to Investigator to conduct research on the Winnebago Reservation or to obtain data involving the Winnebago Tribe of Nebraska or its members. The Winnebago Tribal Council has a fundamental responsibility to protect and preserve the culture of the Winnebago Tribe and to ensure that activities permitted on the Winnebago Reservation are conducted in a way that does no harm to the culture, people or lands of the Winnebago Tribe. 
 
 The Winnebago IRB is an independent body that reviews requests for research to be conducted on Winnebago tribal lands or involving Winnebago tribal members or resources in order to minimize potential harms for the participants, families, and the Winnebago Tribe and to maximize potential benefits for the participants, families, and the Tribe. 
 
To be authorized, research must be deemed beneficial, community-based, culturally relevant and protective, and consistent with Tribal priorities and concerns. The Tribe, being sovereign, has the right of self-determination and in exercising that right must be recognized as the exclusive owner of indigenous traditional knowledge, data products, and all genetic and biological materials associated with a Tribe approved research project. Any research information and all biological material and data generated by and about the Tribe’s individuals, communities and culture represent the intellectual properties of the Tribe and over which the Tribe provides oversight.
